Abstract

This thesis conducts a policy comparison of the UK and Denmark toward returning foreign fighters linked with Salafi-Jihadism before building on existing theories and research to establish merits and downfalls of various approaches. I extend prior work in the field to examine the relationship between politics, public perception and the development of policies. Following this, I work to identify central themes present within the methods in order to evaluate what the policies communicate in terms of understanding theory, ideology and acceptable religion before examining broader understandings of effective and ineffective styles. Analysis illustrates the consequences of ideology-focussed compared to socio-political understandings of the path to extremism and how this impacts policy development. The findings demonstrate the importance of a combined approach of prosecution and reintegration policies, whilst offering insights into the potential dangers in procedures allowing revocation of citizenship. Findings also promote programmes championing a strong mentor-participant relationship with focus on the development of practical and social skills. I conclude that the Danish approach represents a more balanced and consistent response with recommendations of policies for examination in the UK. I note that both countries have laws and policies which may be considered to be discriminatory, contributing to division and exclusion; these should be reviewed.
